პირველ რიგში, მინდა, მოგილოცოთ აღდგომის ბრწყინვალე დღესასწაული.
ქრისტე აღდგა!

ასევე, მინდა ჩემი სამძიმარი გამოვთქვა იმ ოჯახების მიმართ, რომელთა წევრებიც (დღეს ახალი შემთხვევა მოხდა) ამ ეპიდემიის დროს გარდაიცვალნენ.

ასევე, ნება მომეცით, კიდევ ერთხელ მოვახსენო მადლობა ჩვენს საზოგადოებას, რომელმაც გაითვალისწინა ქვეყანაში შექმნილი მდგომარეობა, მოსალოდნელი რისკები და  მაღალი მოქალაქეობრივი თვითშეგნების მაგალითი გვაჩვენა.

ზუსტად ერთი თვე გავიდა მას შემდეგ, რაც ამ დარბაზში შევიკრიბეთ და, საქართველოს კონსტიტუციის 71-ე მუხლის თანახმად გამოვაცხადე საგანგებო მდგომარეობა.

საგანგებო მდგომარეობის საშუალებით ჩვენ შევძელით პირველ ეტაპზე ვითარების მაქსიმალურად გაკონტროლება და ქვეყნის დაცვა უკიდურესი გართულებებისგან.

ეს, ერთი მხრივ, მთავრობის დროული და ეფექტიანი ნაბიჯების, ყველა უწყების კოორდინირებული მუშაობისა და მეორე მხრივ, ჩვენი ექიმების დაუღალავი ძალისხმევის პირდაპირი შედეგია.

ამიტომ მე მგონი, რომ არ შეიძლება, რომ ამ დროს, ექიმებისა და მთელი ჯანდაცვის პერსონალის თავდადებული ბრძოლის მიუხედავად, მათ მიმართ ისმოდეს შეურაცხმყოფელი განცხადებები. ეს ჩვენ არ გვეკადრება.

ყველა მიმართულებით გაწეული ძალისხმევის შედეგია ის, რომ დღემდე ვინარჩუნებთ სხვებთან შედარებით დაბალ მაჩვენებლებს და ვიმსახურებთ მაღალ საერთაშორისო შეფასებას. ამის კიდევ ერთი მაგალითია გუშინდელი ჩემი საუბარი გაეროს გენერალურ მდივანთან, ბატონ გუტიერეშთან. მან მაღალი შეფასება მისცა საქართველოს ხელისუფლების მიერ ამ პერიოდში გადადგმულ ნაბიჯებს; კერძოდ, ხაზი გაუსვა იმას, რომ სწორედ  წინსწრებით მიღებულმა ზომებმა განაპირობა პირველ ეტაპზე მიღწეული წარმატებები. ამით ყველა უნდა ვამაყობდეთ.

თუმცა, ახლა, როცა პიკის ფაზაში შევდივართ, ასეთი შეფასებების მიუხედავად, თვითკმაყოფილებას არ უნდა მივეცეთ. მოდუნება არ შეიძლება, პირიქით, - ყველამ ვიცით, რომ დაწყებული შიდა გავრცელება სიტუაციის უფრო დამძიმებას გამოიწვევს.

ზოგიერთი ანტიკრიზისულ გეგმას ახლავე ითხოვს. ამ გეგმის აუცილებლობაშიც ყველა ვთანხმდებით, თუმცა ეს ძალიან ლეგიტიმური მოთხოვნა არ უნდა გახდეს საგანგებო მდგომარეობის გაგრძელების შეფერხების მიზეზი.

დღეს პოპულიზმისა და ცრუ დაპირებების დრო არ არის. კრიზისიდან გამოსვლა ყველა ქვეყანაში მძიმე და რთული იქნება.

არავის, თუნდაც ძალიან მდიდარ და ჩვენზე ბევრად მდიდარ ქვეყნებს, არ აქვთ არც მზა ფინანსური რესურსები, არც სასწაულმოქმედი კომპლექსური ანტიკრიზისული გეგმა. ამ დროს ყველაზე მნიშვნელოვანია ის, რომ საქართველომ შეძლო და ერთ-ერთმა პირველმა მიმართა საერთაშორისო საფინანსო და სხვა პარტნიორ ორგანიზაციებს.

ჩვენი დამაჯერებელი ნაბიჯების საპასუხოდ  მივიღეთ ფინანსური დახმარების პირველი მასშტაბური ნაკადი, რომლის საფუძველზე მუშავდება სწორედ კრიზისის დაძლევის გეგმა.

ამ დღეებში მთავრობისგან ამ გეგმის პრეზენტაციას ველოდებით და მაქვს მოლოდინი, რომ იგი  უპასუხებს იმ მოქალაქეებისა და საწარმოების საჭიროებებს, რომლებსაც სახელმწიფოსგან გადაუდებელი დახმარება სჭირდებათ.

სოლიდარობისთვის ყველა მზად უნდა ვიყოთ.

სწორედ იმისათვის, რომ სოციალურ-ეკონომიკური კრიზისის  სიმძიმე შევამციროთ და ჩვენს მოსახლეობაზე მისი შედეგები შევამსუბუქოთ, საჭიროა, საგანგებო მდგომარეობა დღეს შენარჩუნდეს, რადგან სამაგიეროდ, შეზღუდვების ნაადრევ მოხსნას შეეძლო გამოეწვია უდროო და დიდი საფრთხეები. კერძოდ მეორადი აფეთქება, რის შედეგადაც ზომების კიდევ უფრო გამკაცრება დაგვჭირდებოდა. ასეთი შეცდომების დაშვების უფლება არ გვაქვს.

შესაბამისად, ახალი კორონავირუსის მასობრივი გავრცელების პრევენციის, მოსახლეობის სიცოცხლისა და ჯანმრთელობისთვის მოსალოდნელი საფრთხის თავიდან აცილების მიზნით, საქართველოს პრემიერ-მინისტრის წარდგინების საფუძველზე და კონსტიტუციის 71-ე მუხლის თანახმად, გამოვეცი ბრძანება საქართველოს მთელ ტერიტორიაზე საგანგებო მდგომარეობის გამოცხადების შესახებ. ბრძანების თანახმად, საგანგებო მდგომარეობის მოქმედების ვადა გაგრძელდება 2020 წლის 22 მაისის ჩათვლით. ამავე ვადით გაგრძელდება არსებული დეკრეტის მოქმედება, რომელიც ხაზს ვუსვამ, არ ითვალისწინებს დამატებით შეზღუდვებს.

ამ გადაწყვეტილებით ჩვენ ქვეყანას ვაძლევთ საშუალებას, წარმატებულად გავიაროთ რთული გზა, ბრძოლის დასრულებამდე. აქამდე ჩვენ გადავდგით სამაგალითო ნაბიჯები; შევძელით და საგანგებო მდგომარეობა  არ გასცდა თავის მიზანს, - შეზღუდვები არ შეეხო მაგალითად, სიტყვის და მედიის თავისუფლებას; მინიმალურად შეეხო (სხვა ქვეყნებს შევხედოთ) ადამიანის უფლებებს, კერძოდ - გადაადგილებისა და შეკრების უფლებას.

ასევე, ყველაფერი კეთდება საიმისოდ, რომ საგანგებო მდგომარეობის ვადის გაგრძელებამ უარყოფითი გავლენა არ იქონიოს საკონსტიტუციო ცვლილებების დროულ მიღებაზე და, მაშასადამე, საარჩევნო კალენდარზე და ჩვენ დემოკრატიულ სვლაზე.

ძალიან დიდი იმედი მაქვს, მსოფლიოს ვაჩვენებთ, რომ შესაძლებელია, პატარა ქვეყანამ მისცეს არამხოლოდ ჯანდაცვის კრიზისის დაძლევის, არამედ ეკონომიკური კრიზისიდან ახალი პოტენციალით გამოსვლის და, ამავე დროს, სოლიდარობის საუკეთესო მაგალითი. ეს იქნება ჩვენი - ყველას ნამდვილი გამარჯვება.

La Présidente Salomé Zourabichvili soumet au Parlement, pour approbation, une ordonnance de prorogation de l'état d'urgence

Monsieur le Président du Parlement,

Distingués députés,

Je veux avant tout vous souhaiter de joyeuses Pâques. Le Christ est ressuscité!

Je voudrais exprimer mes sincères condoléances aux familles qui ont perdu leurs membres pendant la pandémie, car nous avons eu une nouvelle perte aujourd'hui.

Permettez-moi également de remercier une fois de plus notre population, qui a pris en considération la situation actuelle dans le pays, les risques possibles et a donné l'exemple d'une grande conscience civique.

Cela fait exactement un mois que nous nous sommes réunis ici et, conformément à l'article 71 de la Constitution, nous avons déclaré l'état d'urgence sur l'ensemble du territoire géorgien.

Grâce à l'état d'urgence, nous avons réussi à contrôler la situation dans toute la mesure du possible et à protéger le pays des complications extrêmes au premier stade de la propagation. Ce résultat est directement lié aux décisions opportunes et efficaces des autorités géorgiennes, à la coordination bien organisée de toutes les agences gouvernementales et aux efforts diligents de nos médecins.

Par conséquent, je pense qu'il n'est pas admissible qu'en ces temps, malgré le dévouement de nos médecins et de l'ensemble de notre personnel médical, des remarques offensantes soient faites à leur sujet. Cela ne nous ressemble pas.

Le fait que nous ayons maintenu des jusqu'à présent des pourcentages bas, par rapport à d'autres pays,

Nous avons reçu des éloges internationaux bien mérités. Ceux-ci sont le résultat des efforts déployés dans tous les domaines.

Ma conversation avec Antonio Guterres, Secrétaire général des Nations Unies, en est également un exemple. Il a salué les décisions prises par les autorités géorgiennes contre COVID-19. Il a particulièrement souligné que les mesures primaires prises avaient conduit au succès de la première phase. Nous Pouvons en être fiers.

Cependant, alors que nous attendons l'étape la plus active de la pandémie, quel que soit notre principal succès, nous ne pouvons pas nous en contenter. Nous ne pouvons pas baisser la garde. Au contraire, nous savons tous que la propagation interne qui a déjà commencé aggravera la situation.

Il est essentiel de maîtriser la vitesse des infections internes afin de ne pas surcharger le système de santé. Il est important de pouvoir traiter chaque patient ayant de sérieux besoins médicaux, d'avoir des lits disponibles, comme nous l'avons fait jusqu'à présent.

Compte tenu de tout cela, l'extension de l'état d'urgence est essentielle pour garder la situation sous contrôle. C'est pourquoi nous sommes réunis ici.

Nous devons être unis au sujet de cette décision, comme nous l'avons été il y a un mois, car notre société doit comprendre à quel point il est crucial de gérer cette deuxième phase avec autant de succès que nous l'avons fait lors de la première.

Il ne saurait y avoir d'opinions controversées sur la prolongation de l'état d'urgence. Nous devons faire confiance à nos médecins et experts du système de santé et être guidés par les recommandations internationales et leur pratique.

Certains d'entre nous ont immédiatement exigé un plan anti-crise. Nous convenons tous de la nécessité de ce plan, mais une telle demande tout à fait légitime ne devrait pas être une raison d’entraver la prolongation de l’état d’urgence.

Aujourd'hui n'est le temps du populisme et des fausses promesses. Sortir de la crise actuelle sera difficile et compliqué

Personne, même les pays les plus riches, pays beaucoup plus riches que nous, n'a prévu ni ressources financières, ni plans d'action d'urgence miraculeux et complexes pour sortir de cette crise. Aujourd’hui, le fait que la Géorgie soit parvenue et ait été l'une des premières à s'adresser aux organisations financières internationales et autres organisations partenaires est d’une importance capitale.

En réponse à nos étapes décisives, nous avons obtenu un premier flux massif d'aide financière, et c’est sur cette base qu’un plan de gestion de crise est en cours d'élaboration.

Nous espérons que le gouvernement présentera un tel plan dans les prochains jours, et j'espère qu'il répondra aux besoins de nos citoyens et de nos entreprises, qui ont besoin d'une aide urgente de l'État.

Nous devons tous être prêts à être solidaires.

Je considère qu'il est nécessaire de maintenir l'état d'urgence en vigueur aujourd'hui, afin de réduire la pression de la crise socio-économique et d'atténuer ses effets sur notre population, car une levée rapide des limitations pourrait entraîner des dangers intempestifs et majeurs, tels qu’une nouvelle flambée, selon laquelle nous serions obligés de durcir encore plus les mesures. Nous n'avons pas le droit de commettre une telle erreur.

Par conséquent, sur la soumission du Premier ministre géorgien et conformément à l'article 71 de la Constitution géorgienne, j'ai rendu une ordonnance sur la déclaration de l'état d'urgence sur l'ensemble du territoire géorgien pour empêcher la propagation massive de la nouveau coronavirus (COVID-19) et pour éviter la menace imminente pour la vie et la santé de notre population. Selon cette ordonnance, l'état d'urgence restera en vigueur jusqu'au 22 mai 2020. Le décret existant sera valable pour la même période et ne prévoit aucune limitation supplémentaire.

En prenant cette décision, nous donnons à notre pays la possibilité de franchir avec succès la voie difficile, jusqu'à la fin de la lutte. À ce jour, nous avons pris des mesures exemplaires; nous avons réussi à maintenir l'état d'urgence, qui n'a pas dépassé sa portée. Les restrictions n'ont pas affecté, par exemple, la liberté d'expression et des médias; il restreint de façon minimale (par rapport à d'autres pays) les droits de l'homme, à savoir le droit de circulation et de rassemblement.

De plus, tout est fait pour que la prorogation de l'état d'urgence n'ait aucun impact négatif sur l'adoption en temps opportun des modifications constitutionnelles, et donc sur le calendrier électoral et sur notre chemin démocratique.

Je suis convaincue que nous réussirons à montrer au monde qu'il est tout à fait possible qu'un petit État puisse donner l’exemple non seulement pour surmonter cette crise sanitaire, mais aussi pour sortir de la crise économique avec de nouveaux potentiels. En attendant, il peut montrer un excellent exemple de solidarité. Ce sera notre véritable victoire pour tous.

Distinguished Deputies,
First and foremost, I want to wish you a Happy Easter. Christ is risen!
I would like to express my sincere condolences to the families who have lost their members during the pandemic, as we had a new loss today.

Let me also thank once more our population, which has taken into consideration the existing situation in the country, the possible risks, and set an example of high civic self-consciousness.
It has been exactly a month since we gathered here and, in accordance with Article 71 of the Constitution, declared a State of Emergency on the entire territory of Georgia.

Thanks to the State of Emergency, we managed to control the situation to the fullest extent possible and to protect the country from extreme complications at the first stage of the spread. This result is directly correlated with the timely and effective decisions of the Georgian authorities, the well-organized coordination of all government agencies, and the diligent efforts of our doctors.

Hence, I believe it is not admissible that at these times, despite the devotion of our doctors and our entire medical staff, offensive remarks be made about them. This does not suit us.

The facts that we have maintained low rates so far, in comparison with other countries, and that we have received well-deserved international praise are the results of the efforts shown in every field.

My conversation with Antonio Guterres, Secretary-General of the United Nations, also exemplifies this. He praised the decisions taken by the Georgian authorities against COVID-19. He especially emphasized that the primary measures had led to the first phase’s success. We have to be proud of this.

However, as we await the most active stage of the pandemic, regardless of our primary success, we cannot be content. We cannot let our guard down. On the contrary, we all know that the internal spread that has already started will make the situation much worse.

It is crucial to keep the speed of internal infections under control and not overload the health care system. It is important to be able to treat every patient with serious medical needs, to have beds available for them, as we have accomplished until now.

Considering all of this, extending the State of Emergency is essential to keep the situation under control. That is why we have assembled here.

We must be united about this decision, as we were a month ago, because our society must fully understand how crucial it is to deal with this second phase as successfully as we did it in the first one.

There cannot be controversial opinions about the prolongation of the State of Emergency. We must trust our doctors and experts in the health care system, and be guided by the international recommendations and their practice.
Some of us have demanded an anti-crisis plan immediately. We all agree on the need for this plan, but such a completely legitimate demand should not be a reason to hinder the extension of the State of Emergency.
Today is not the time for populism and false promises. Getting out of the current crisis will be severe and tough.
No one, even the richest countries, countries much wealthier than us, has either prepared financial resources, nor magical, complex anti-crisis emergency action plans. At this time, it is of vital importance that Georgia managed to and was one of the first to address international financial and other partner organizations.
In response to our decisive steps, we obtained a first massive flow of financial assistance, and based on this, a crisis management plan is being developed.

We expect that the government will introduce such a plan in the coming days, and I do hope it will respond to the needs of our citizens and of our companies, in need of urgent help from the state.
We all should be ready to stand in solidarity.

I find it necessary to keep the State of Emergency into effect today, for the purpose of reducing the pressure of the social-economic crisis and of mitigating its outcomes on our population, as an early lifting of limitations could cause untimely and major dangers, such as a new outbreak, according to which we would be forced to stiffen the measures even more. We have no right to make such a mistake.

Therefore, upon the submission of the Prime Minister of Georgia, and in accordance with Article 71 of the Constitution of Georgia, I have issued an order on the declaration of a State of Emergency on the entire territory of Georgia to prevent the massive spread of the new coronavirus (COVID-19) and to avoid the imminent threat to the life and health of our population. According to the order, the State of Emergency will remain in force until May 22, 2020. The existing decree will be valid for the same period and does not provide any additional limitations.
By taking this decision, we give our country the possibility to successfully pass the difficult path, until the end of the struggle. Up to date, we have taken exemplary steps; we managed to hold the State of Emergency, which did not go beyond its scope. Restrictions did not affect, for instance, the freedom of speech and of the media; it has minimally restricted (in comparison with other countries) human rights, namely the right of movement and gathering.

Moreover, everything is being done so that the extension of the State of Emergency bears no negative impact on the timely adoption of constitutional changes, and therefore, on the electoral calendar, and on our democratic path.
I do believe that we will manage to show the world that it is absolutely possible that a small state can give an example not only of overcoming this health crisis, but also of emerging out of the economic crisis with new potentials. In the meantime, it can show an excellent example of solidarity. This will be our, everyone’s real victory.
