მოგმართავთ თქვენ, საქართველოს ჯარისკაცებო, თქვენი უმაღლესი მთავარსარდალი, ვინც იცავთ საქართველოს და მის დამოუკიდებლობას! მოგმართავთ თქვენ, ვინც დღეს დებთ ფიცს და მზად ხართ ემსახუროთ საქართველოს! გამარჯვებული და დაუმარცხებელია ერი, რომელიც ამდენი საუკუნის შემდეგ, ამდენი ომისა და დაპყრობის მცდელობის შემდეგ, დღეს დგას თავისუფალი, ამაყი და უდრეკი!

ეს თქვენი დამსახურება და ჩვენი საერთო მონაპოვარია. ჩვენ არასოდეს დავივიწყებთ და არ ვუღალატებთ იმ ადამიანებს, იმ გმირებსა თუ უცნობ ჯარისკაცებს, ვინც თავი შესწირა სამშობლოს და მის დამოუკიდებლობას. ჩვენი მუდმივი პასუხისმგებლობაა, რომ მათ მიერ მოპოვებულ და გადმოცემულ საგანძურს, თავისუფალ და დამოუკიდებელ საქართველოს გავუფრთხილდეთ და არავის დავუთმოთ!

მივმართავ სრულიად საქართველოს, მოგმართავთ თქვენ და ვიცი რამდენად გტკივათ ჩვენი ქვეყნის დღევანდელობა. ვიცი დღეს რა განცდებითაც მისმენთ, მაშინ როცა ქვეყნის დამოუკიდებლობა და ევროპული მომავალი საფრთხის ქვეშ გესახებათ. ნუ მიეცემით უიმედობას, ეს ქვეყანა და მისი დამოუკიდებლობა აქამდე თქვენი, ამ ქვეყნის მოქალაქეების მოყვანილია, შენარჩუნებულია და დღეს ჩვენვე უნდა გავაძლიეროთ და განვამტკიცოთ!

არაა შემთხვევითი, რომ საქართველოსათვის გადამწყვეტ დროს ქვეყნის პრეზიდენტი იმ ემიგრაციის შვილია, რომელიც იბრძოდა და ამზადებდა საქართველოს დამოუკიდებლობას, იმ დამოუკიდებლობას, რომელიც 1918 წლის 26 მაისს გამოაცხადა. შეიძლება ისიც არ იყოს შემთხვევითი, რომ დღეს ქვეყნის პრეზიდენტი ის ადამიანია, რომელმაც მშვიდობიანად გაიყვანა შემოსული რუსის ჯარები. ჩემი წინაპრებისადა ქვეყნის წინაშე ჩემს ვალდებულებად მივიჩნევ, ყველაფერი გავაკეთო ამ ქვეყნის დამოუკიდებლობისა და მისი ევროპული მომავლისთვის. საქართველოში ჩამოსვლამდე ეს პირობა მივეცი ჩემს თავს და ჩამოსვლის პირველივე დღიდან, სწორედ ეს მიზანი მამოძრავებს. ეს პირობა მოგეცით თქვენ, როდესაც კონსტიტუციაზე დავდე ფიცი. მინდა იცოდეთ, რომ არც ჩემს თავს, არც ჩემს ფიცს და არც ჩემს ხალხს არ ვუღალატებ!

თქვენი ხმა მესმის და ვიცი, რა განცდებითა და რა ემოციებით ხართ. ვიცი, რომ თქვენს გულში შემოპარულია რაღაც გაურკვევლობა, დაბნეულობა, გაურკვევლობა და შიშიც კი. ვიცი, რამდენად აუტანელია ის ფიქრი, რომ რისთვისაც აქამდე, ყველა ერთად ვიბრძოდით, დღეს ვითომცდა ხელიდან გვეცლება, მაგრამ ისიც ვიცი, რომ ამას ქართველი ხალხი არ დაუშვებს!

არ დავუშვებთ! ჩვენ აქ ვართ ადამიანები, ამ მიზნის ირგვლივ გაერთიანებულები, ვისაც გვახსოვს საქართველო დამოუკიდებლობამდე და ვისაც სწამდა, რომ დამოუკიდებლობის აღდგენის წმინდა მიზანს მივაღწევდით და აქ ხართ ადამიანები, რომლებიც დამოუკიდებელ, თავისუფალ საქართველოში დაიბადეთ და ვერც წარმოგიდგენიათ სხვანაირი საქართველო. ვერ წარმოგიდგენიათ სწორედ იმიტომ, რომ ხართ თავისუფალნი, დამოუკიდებელნი და ვერასდროს შეეგუებით მონობას.

დღეს თქვენით და ახალი თაობის შემართებით იბადება ახალი საქართველო და წარმოიქმნება ახალი ენერგია. საქართველომ კიდევ ერთხელ, ისევე, როგორც მრავალჯერ საკუთარ ისტორიაში, გვაჩვენა თავისი ნამდვილი სახე - შიშის გარეშე, შურის გარეშე და სიძულვილის გარეშე; ქვეყნის ახალი ენერგია მოდის ახალი სიტყვით, ახალი აღქმით, გამბედაობით, სიყვარულით, ერთობით, ღირსებით და მას ვერაფერი გააჩერებს!

დღევანდელ საქართველოს ვერავინ აიძულებს, ხელახლა იცხოვროს სხვისი მრწამსით, სხვისი დოგმებითა და ბორკილებით; სწორედ ამიტომ მტკიცედ მწამს - საქართველოს ვერავინ და ვერასოდეს დააბრუნებს წარსულში. მჯერა და მინდა, თქვენც დაგარწმუნოთ, რომ არც ჩიხში ვართ შესულნი, არც ჩაკეტილ წრეზე ვტრიალებთ და არც უიმედობასა და ნიჰილიზმს აქვს ადგილი ჩვენში. ჩვენი ქვეყნის ბედი ჩვენს ხელშია და გამოსავალიც ჩვენვე უნდა მოვნახოთ.

მე, როგორც ამ ქვეყნის პრეზიდენტი, მისი დამოუკიდებლობის, უსაფრთხოებისა და საგარეო კურსის გარანტი, ვხედავ ჩემს პასუხისმგებლობას ამ გამოსავლის პოვნაში. გამოსავალი არსებობს და ჩვენს თვალწინ ნათლად ჩანს, და რა არის ეს გამოსავალი:

პირველ რიგში, ჩვენი ევროპული გზის გადარჩენა ამ გამოსავლის ქვაკუთხედია. დღეს, როდესაც რუსეთის აჩრდილი თავს გვადგას, ევროპასთან და ამერიკასთან პარტნიორობა და დაახლოება ჩვენი დამოუკიდებლობის, მშვიდობის შენარჩუნების, გაძლიერების ჭეშმარიტი გზაა. ის, ვინც ამ გზას საბოტაჟს უწყობს და აზიანებს, ის ფეხქვეშ თელავს ჩვენი ქვეყნის მშვიდობიან და უსაფრთხო მომავალს, თავისუფალი და დემოკრატიული სამყაროს სრულყოფილ წევრად ქცევის გზას. ევროპული კავშირი არის თავისუფლების სივრცე, სადაც არცერთი ქვეყანა არ გაწევრიანებულა მისი და მისი ხალხის ნების გარეშე, ეს არის გზა ღიაობის, სამართლიანობისა და განვითარების. ეს არის ადგილი, სადაც დაცულია თუნდაც ყველაზე პატარა ერი, მისი ენა, სარწმუნოება, იდენტობა და ტრადიცია.

ეს არის კავშირი, სადაც დაცულია ადამიანი, ოჯახი, მისი უსაფრთხოება, ჯანმრთელობა, სოციალური მდგომარეობა, მისი პირადი ცხოვრება, მისი ღირსეული სიბერე, სადაც დაცულია ადამიანის ყველა უფლება.

ევროპული კავშირი თავისი არსითა და იდეით შექმნილია მშვიდობისთვის, არცერთი ომის პარტია არ არსებობს ევროპაში, არცერთი ომი არ დაწყებულა ევროპის მიერ, მიდი დაარსებიდან. სამაგიეროდ, რეალური ომის პარტია ერთია და მხოლოდ ერთი, რომელსაც დღეს ჩვენს ოკუპირებულ ტერიტორიებზეც ვხედავთ - რუსული იმპერიალიზმი. ევროკავშირი კი, გვევლინება, როგორც თავისუფალი ერების გაერთიანება, რომლის წიაღში ჩვენს ქვეყანას ეძლევა შესაძლებლობა, მშვიდ და დაცულ გარემოში შეძლოს დამოუკიდებლობის შენარჩუნება და საკუთარი თავის განვითარება.

ჩვენ 33 წლის წინ შევუდექით ამ გზას და ამ გზაზე ჩვენი ევროპელი და ამერიკელი მეგობრები ყოველთვის ჩვენს გვერდით იდგნენ და მხარს უჭერდნენ ჩვენი სახელმწიფოს მშენებლობასა და განვითარებას. მხარს გვიჭერდნენ მორალურად, პოლიტიკურად, ფინანსურად და ინსტიტუციურად. დღეს მაოცებს ის ფაქტი, რომ მიწევს ვიღაცები დავარწმუნო იმ ფაქტში, ვინაა მტერი და ვინაა მეგობარი; ხომ ვიცით ვინ წაგვართვა ტერიტორიები, ვინ დაარღვია ჩვენი ტერიტორიული მთლიანობადა ვინ იცავს ჩვენს სუვერენიტეტს და არაღიარების პოლიტიკას; ხომ ვიცით ვინ აკრძალა ქართული ენის სწავლა და ვინ აღიარა და დაიცვა ქართული ანბანი; ხომ ვიცით ვინ დაგვინგრია და ვინ აგვიშენა სკოლები; ხომ ვიცით ვინ გვიჭედავს ეკლესიის კარს და ვინ გვეხმარება ჩვენი ეკლესია-მონასტრების აღდგენასა და გადარჩენაში; ხომ ვიცით ვინ დაგვიწუნა და გამოდევნა ქართული ღვინო და ვინ დააფასა და აღიარა საქართველო ღვინის სამშობლოდ; ხომ ვიცით ვისი დახმარებით გახდა ჩვენი ჯარი თანამედროვე, საერთაშორისო სტანდარტებით აღჭურვილი; ვისი დახმარებით გაძლიერდა სოფლის მეურნეობა და კიდევ, ვინ მოთვლის და რა დათვლის, რა დაგვიშავა მტერმა და რა გაგვიკეთა მეგობარმა. ამიტომ არის, რომ ჩვენს კონსტიტუციაში ასახული საგარეო კურსი ჩვენი უალტერნატივო მომავალია.

გამოსავლის გზის მეორე ქვაკუთხედია სტაბილურობა. ამ რეგიონში და ამ გეოპოლიტიკურ ვითარებაში, ჩვენთვის მშვიდობიანი პროცესების გარდა, გამოსავალი არაა. არ არის და ვერ იქნება გამოსავალი რევოლუციების, სახელმწიფო გადატრიალების, დესტრუქციის, ანუ დესტაბილიზაციის გზა. ჩვენ კარგად ვიცით, რომ გარეთ ეს ხელს აძლევს მხოლოდ და მხოლოდ ჩვენს მტერს და შიგნით - ხელს უწყობს მშვიდობიანი პროცესის დივერსიად წარმოჩენას, დაშინებას, რეპრესიებს და საბოლოოდ, ავტორიტარული რეჟიმის გაძლიერებას. სტაბილურობის შენარჩუნების გზა კი მხოლოდ და მხოლოდ არჩევნებზე გადის. არჩევნები დემოკრატიულობის ერთადერთი გზა და ერთადერთი საზომია, არჩევნები დემოკრატიულობის მთავარი ტესტი, რითაც ასევე უნდა შეფასდეს ჩვენი მზადყოფნა ევროკავშირში გაწევრიანებისთვის. ამ არჩევნებით ჩვენ მთავარი არჩევანი უნდა გავაკეთოთ: ან ევროპული, დემოკრატიული, დამოუკიდებელი საქართველო, ან რუსული ყაიდის, ავტორიტარული და იზოლაციაში მყოფი საქართველო! ასეთ არჩევანს კი სახალხო რეფერენდუმი ჰქვია. სწორედ ამიტომ, მომავალი არჩევნები ამ ქვეყნისთვის იმავე მნიშვნელობის იქნება, როგორიც 1918 წლის არჩევნები, ან 1991 წლის რეფერენდუმი იყო - ანუ ქვეყნის ისტორიული გადაწყვეტილება! ხალხის ხმამ და ხალხის ნებამ ქართველი ერი ხელახლა უნდა დაბადოს და მას საკუთარი თავისა და შესაძლებლობების რწმენა დაუბრუნოს.

ჩვენ ჩვენს თავს უნდა დავუმტკიცოთ, რომ შეგვიძლია ყველაფერი და რომ ჩვენს მომავალს ვერავინ წაგვართმევს! ამ არჩევნებით უნდა ვუპასუხოთ ახალგაზრდების, და არა მხოლოდ მათ მოლოდინს და გავუხსნათ ჩვენს მოქალაქეებს შესაძლებლობების ველი. ისინი ქვეყნიდან წასვლაზე კი არ უნდა ფიქრობდნენ, არამედ იმაზე, რომ ეს მიწა მათია და მათ უნდა დაწერონ ქვეყნის მომავლის ფურცელი.

გამოსავლის გზა გადის ასევე იმაზე, რასაც 33 წლის განმავლობაში ბოლომდე ვერ მივაღწიეთ, ანუ ქვეყნის „განსაბჭოებას“ -ანუ საბჭოთა სისტემის გადმონაშთების ამოძირკვას. უნდა ამოვძირკვოთ ყველაფერი, რაც იმ შავბნელ წარსულს ახასიათებდა - იზოლაცია, ომი, არარსებული მტრის ხატი, კონსპირაციები და მათი თეორიები, დაპირისპირება, რეპრესიები, ცენზურა, მოსმენა, დასმენა, ფარული ჩანაწერები, კომპრომატების კორიანტელი, მონობა, ორგულობა, ტყუილი, გაუცხოება, შიში და კონფორმიზმი.

წარსული წარსულს უნდა ჩავაბაროთ. ჩვენი დღევანდელი ამოცანა სწორედ ესაა, რომ გზა გავუხსნათ გათავისუფლებულ მომავალს. ჩვენ დღეს რისი მომსწრენი და მონაწილენიც ვართ სწორედაც, რომ ძველი ეპოქის დასასრული და ახალი ეპოქის დასაწყისია!

წარსულიდან უნდა განვთავისუფლდეთ და გავთავისუფლდეთ ოკუპაციისგან. დეოკუპაციის ერთადერთი მშვიდობიანი და რეალური გზა, აქაც ევროპის გზაა, რომელიც არცერთ ფარულ გარიგებასა და არცერთ ტყუილ დაპირებაზე არ გადის. სამაგიეროდ, ჩვენ რეალურად შეგვიძლია დავპირდეთ ოკუპირებულ აფხაზეთსა და ცხინვალის რეგიონის საზოგადოებას ერთობლივი განვითარების პერსპექტივა, ადამიანის უფლებების რეალური დაცვა და ნამდვილი მშვიდობა სამხედრო ბაზებისა და მობილიზაციის გარეშე.

გათავისუფლდეს უნდა სასამართლო სისტემა - სამართლიანობა და სამართლიანი სასამართლოს უფლება ჩვენი ყველა მოქალაქის მოთხოვნაა. ყველამ ვიცით, რომ სასამართლოს წნეხისა და გავლენებისგან გათავისუფლების გარეშე, ეს ვერ მიიღწევა. ყველამ იცის, რომ სასამართლო ევროპული სახელმწიფოს და მისი სტაბილურობის ძირითადი ქვაკუთხედია.

ევროპული გზა ასევე ეკონომიკისა და ბიზნესის გათავისუფლებაა, კანონმდებლობა და სასამართლო კი, ამ გათავისუფლების იარაღი. თუ არ არსებობს სამართლებრივი სივრცის ნდობა, მაშინ ვერც სტაბილურობა იქნება და ვერც გრძელვადიანი ინიციატივა, თუ ინვესტიცია. სამაგიეროდ, ევროპული კანონმდებლობა იცავს ბიზნესს ყოველგვარი არაკანონიერი, თუ პოლიტიკური ჩარევისგან, აჯანსაღებს მთლიანად ბიზნესგარემოს და იძლევა ახალი პოტენციალის გამოჩენისა და ზრდის შესაძლებლობას. მარტივად რომ ვთქვათ, არავინ დაგიბარებთ თქვენი წილების ვინმესთვის დასათმობად, ან სხვა ხარკის გადასახდელად. გათავისუფლებულ ქართულ ბიზნეს რეალური პოტენციალი გააჩნია ევროპული ბაზრის ასათვისებლად.

სოციალური გარანტიებით უნდათ მოქალაქეებს გათავისუფლება - ევროპულ სოციალურ კანონმდებლობასთან დაახლოება საქართველოს მოქალაქისთვის ნიშნავს იმას, რომ მისი პირადი, ოჯახური, სამსახურებრივი და საზოგადოებრივი სივრცე იქნება დაცული, რაც ადამიანის ღირსების დაცვის უპირველესი ნიშანია.

გათავისუფლება უნდა ეხებოდეს საჯარო სამსახურს - თავისუფალი საჯარო სამსახური ნიშნავს იმას, რომ ნამდვილად ემსახურება სახელმწიფოს და არა პირად ინტერესებს, გავლენებსა და პარტიულ დიქტატს. სწორედ ესაა ის, რაც ევროპას უდევს საფუძვლად. მთავრობები, მმართველი პარტიები მიდიან და მოდიან, არავინ ერევა ცალკეული საჯარო მოხელეების საქმიანობაში, არავინ ავალებს, ან უკრძალავს მათ სადმე მისვლას, ან არ მისვლას, რამის თქმას და ა.შ; იცვლება პოლიტიკური სპექტრი, საჯარო მოხელე რჩება და მის ხელშია პოლიტიკის თანმიმდევრულობა, სტაბილურობა და სახელმწიფო, თუ ადმინისტრაციული მეხსიერება. შიშისგან და რევანშიზმისგან გათავისუფლებული საჯარო მოხელე ქვეყნის მომავლის საუკეთესო საყრდენია.

გათავისუფლებული კულტურა არის ასევე ერთ-ერთი ნიშანია თავისუფლებისა, რამეთუ თუ არ არის თავისუფლება, არც კულტურა არ არის. ჩვენი კრეატიული შემოქმედებითი ენერგია, რომელიც ყოველთვის ახასიათებდა საქართველოს. თავისუფალი საქართველო დღესაც იპყრობს მსოფლიო სცენას, გალერეებს, ლიტერატურულ სამყაროს. მაგრამ ამ მიმართულებით მას მეტი მხარდაჭერა სჭირდება და მეტი თავისუფლება არა ცენზურა და შევიწროება. ეს არის ის დარგი, რომელშიც საქართველოს ნამდვილად შეუძლია კონკურენცია გაუწიოს ნებისმიერ ევროპულ ქვეყანას და ღირსეულად დაიმკვიდროს საკუთარი ადგილი.

არავინ აღარ და აღარასოდეს არ უნდა ჩართოს თავისუფალი სპორტსმენი პოლიტიკის მორევში. ტოტალიტარული რეჟიმის მახასიათებელია მიითვისოს სპორტსმენების გამარჯვებები, მიისაკუთროს მათი მედლები და წარმატებები და ეს ყველაფერი ვითომცდა მმართველი გუნდის დამსახურება იყოს. ეს მათი გამარჯვება კი არა - სპორტსმენებისა და მათთან ერთად, მთლიანად ქვეყნის გამარჯვებაა, ამიტომ ვიზიარებთ ყველა სიხარულსა და სიამაყეს, როცა ისინი საქართველოს დროშასა და ჰიმნს წარადგენენ მთელი მსოფლიოს წინაშე.

ეს არის გზა გათავისუფლების, რომელიც უთუოდ გასავლელია. და ამ გზას ვერ გავივლით თუ არ შეეხება პოლიტიკურ სივრცეს: საბჭოთა გადმონაშთი სხვა რაა თუ არა ერთპარტიულობა, ერთი პარტიის მიერ ყველა სახელმწიფო ინსტიტუტისა და საჯარო სტრუქტურის მონოპოლია. საბჭოთა გადმონაშთია ბელადის და პარტიის ინტერესებზე სახელმწიფო ინტერესების დაქვემდებარება.

საბჭოთა გადმონაშთისგან უნდა გათავისუფლდეს ჩვენი მენტალობა და მეხსიერებაც; სწორედ ამ გათავისუფლებულ მეხსიერებაზე უნდა დაშენდეს ჩვენი მომავალი, რათა აღარასდროს დავუშვათ საბჭოთა წარსულის განმეორება. ამ ყველაფრის მთავარი დამცველი კი, თავისუფალი საზოგადოება და თავისუფალი აზროვნებაა - წნეხისგან, შიშისგან თავისუფალი - დამოუკიდებელი ადამიანი დამოუკიდებელ ქვეყანაში.

გაუმარჯოს დამოუკიდებელ და თავისუფალ საქართველოს!

Discours de la présidente Zourabichvili à l’occasion de la fête de l’indépendance

Monsieur le Premier ministre,

Monsieur le Président du Parlement,

Monsieur le Ministre de la Défense,

Armée géorgienne,

Mesdames et Messieurs les membres du Gouvernement et du Parlement,

Mesdames et Messieurs les membres de la Cour constitutionnelle,

Mesdames et Messieurs les Présidents des Républiques autonomes d’Abkhazie et d’Adjarie,

Mesdames et Messieurs les représentants de l’Église orthodoxe géorgienne,

Mesdames et Messieurs les membres du Corps diplomatique et les représentants des organisations internationales,

Moi, votre commandant en chef suprême, je m’adresse à vous, soldats de Géorgie, qui défendez la Géorgie et son indépendance ! Je m’adresse à vous – à ceux qui prêtent serment aujourd’hui et qui sont prêts à servir la Géorgie ! aujourd’hui après des siècles de lutte, de guerres et de conquêtes la nation est victorieuse et invincible, libre, fière et résiliente !

C’est votre mérite et notre réalisation commune.

Nous n’oublierons jamais ni ne trahirons les personnes, héros ou soldats inconnus qui se sont sacrifiés pour la patrie et son indépendance. Il est de notre responsabilité constante de sauvegarder les trésors qu’ils ont acquis et nous ont transmis – une Géorgie Libre et Indépendante, de ne pas les céder à qui que ce soit !

Je m’adresse à toute la Géorgie, à vous tous, et je comprends à quel point l’état actuel de notre pays vous fait mal. Je connais les sentiments avec lesquels vous m’écoutez aujourd’hui, alors que vous craignez que l’indépendance du pays et l’avenir européen ne soient menacés. Ne cédez pas au désespoir. Ce pays et son indépendance ont été construits et préservés par vous, citoyens de ce pays, et aujourd’hui nous devons encore le redresser et le renforcer !

Ce n’est pas un hasard si, à ce moment critique pour la Géorgie, la présidente du pays est la fille d’une émigration qui s’est battue et a préparé l’indépendance de la Géorgie, déclarée le 26 mai 1918. Ce n’est peut-être pas non plus une coïncidence si la présidente du pays est la personne qui a négocié le retrait pacifique des troupes russes qui sont entrées dans le pays.

Je considère qu’il est de mon devoir envers mes ancêtres et le pays de tout faire pour l’indépendance et l’avenir européen de ce pays. C'est la promesse que je me suis faiteavant d’arriver en Géorgie. C’est la promesse que je vous ai faite lorsque j’ai prêté serment à la Constitution. Je veux que vous sachiez que je ne trahirai ni mon serment ni mon peuple !

Je vous entends et je comprends vos sentiments et vos émotions. Je sais que la confusion, l’incertitude et même la peur se sont glissées dans votre cœur. Je sais à quel point il est insupportable de penser que tout ce pour quoi nous nous sommes battus ensemble jusqu’à présent nous échappe des mains ! Mais je sais aussi que le peuple géorgien ne le permettra pas !

Nous ne le permettrons pas - nous, qui sommes unis autour de cet objectif : ceux qui se souviennent de la Géorgie avant l’indépendance et qui avaient foi que nous atteindrions l’objectif sacré de l’indépendance ; ceux d’entre vous ici-présents sont nés dans une Géorgie Indépendante et Libre et ne peuvent même pas imaginer un autre type de Géorgie. Vous ne pouvez pas imaginer cela précisément parce que vous êtes libres, indépendants et que vous n’accepterez jamais l’esclavage.

Aujourd’hui, avec vous et avec la détermination de la nouvelle génération, la nouvelle Géorgie naît et une nouvelle énergie est créée. Comme elle l’a fait à maintes reprises dans l’histoire, la Géorgie nous a une fois de plus montré son vrai visage - sans peur, sans envie et sans haine. L’énergie fraîche de la Géorgie s’accompagne d’un mot nouveau, d’une nouvelle perspective, de courage, d’amour, d’unité et de dignité, et rien ne peut l’arrêter !

Personne ne peut obliger la Géorgie d’aujourd’hui à revenir à vivre sous les croyances, les dogmes et les chaînes des autres. C’est pourquoi je crois fermement que personne ne pourra jamais ramener la Géorgie dans le passé. Je crois, et je tiens à vous assurer, que nous ne sommes pas dans une impasse, ni piégés dans un cercle fermé. Ni le désespoir ni le nihilisme n’ont leur place en nous. Le destin de notre pays est entre nos mains, et la solution est à nous de trouver.

En tant que Présidente du pays, garante de son indépendance, de sa sécurité et de sa politique étrangère, je considère que j’ai une part de responsabilité dans la recherche d’une solution. La solution existe et se présente à nous de manière évidente :

Sauver notre chemin européen est la pierre angulaire de cette solution. Aujourd’hui, alors que le spectre de la Russie plane sur nous, le partenariat et le rapprochement avec l’Europe sont la véritable voie pour préserver et renforcer notre indépendance et notre paix. Ceux qui sabotent et sapent cette voie piétinent et endommagent l’avenir pacifique et sûr de notre pays, entravant la voie pour devenir un membre à part entière du monde libre et démocratique. L’Union européenne représente un espace de liberté, auquel aucun pays n’a adhéré sans la volonté de son peuple ; c’est la voie de l’ouverture, de la justice et du développement. C’est l’endroit où même la plus petite nation, sa langue, sa foi, son identité et ses traditions sont protégées.

Il s’agit d’une union où une personne, sa famille, sa sécurité, sa santé, sa situation sociale, sa vie privée et sa digne vieillesse sont protégées, où tous les droits de l’homme sont protégés.

L’Union européenne, par son essence et son idée mêmes, a été créée pour la paix ; les partis de guerre n’existent pas en Europe, et aucune guerre n’a été déclenchée par l’Europe pendant cette période. D’autre part, le véritable parti de la guerre est un seul et unique – l’impérialisme russe.L'Union européenne se présente comme une union de nations libres, parmi lesquelles notre pays a la possibilité de défendre son indépendance et son autodéveloppement.

Nous nous sommes engagés dans cette voie il y a 33 ans, et sur cette voie, nos amis européens et américains nous ont toujours soutenus, soutenant la construction et le développement de notre État. Ils ont apporté un soutien moral, politique, financier et institutionnel. Aujourd’hui, ce qui me stupéfie , c'est que je suis obligé de rappeler à certains qui est l’ami et qui est l’ennemi;nous savons pourtant qui nous nous a pris nos territoires, qui a violé notre intégrité territoriale, qui protège notre souveraineté et respecte notre politique de non-reconnaissance ; qui a interdit l'enseignement de la langue géorgienne et qui a reconnu et protégé l'alphabet géorgien; qui a détruit et qui a construit nos écoles ; qui cloue les portes de nos églises, et qui aide l’église et les monastères à reconstruire et à préserver ; qui a interdit et rejeté le vin géorgien et qui a apprécié et reconnu la Géorgie comme la patrie du vin ; qui soutient nos militaires avec un armement et des équipements contemporains, aux normes internationales ; et grâce à qui lnotre agriculture s'est renforcée, et plus encore – qui peut compter et évaluer comment l’ennemi nous a fait du mal et ce qu’un ami a fait pour nous .

C’est pourquoi la politique étrangère inscrite dans notre constitution est l’avenir qui n’a pas d’alternative.

La stabilité est la pierre angulaire pour trouver une issue. Dans cette région et dans cette situation géopolitique, il n’y a pas de solution en dehors des processus pacifiques. Les révolutions, les coups d’État, la destruction ou la déstabilisation ne sont pas et ne peuvent pas être une solution. Nous sommes bien conscients que cela tend la main à notre ennemi et, à l’intérieur, cela contribue à saboter le processus pacifique, l’intimidation, la répression et, en fin de compte, le renforcement du régime autoritaire.

La seule façon de maintenir la stabilité est de passer par des élections. Les élections sont le seul moyen et la principale mesure de la démocratie, servant de test principal pour évaluer notre volonté d’adhérer à l’Union européenne.

Avec ces élections, nous devons faire un choix crucial : soit une Géorgie Européenne, dDémocratique et Indépendante, soit une Géorgie dirigée par la Russie, autoritaire et isolée ! Un tel choix constitue un référendum populaire.

C’est pourquoi les prochaines élections seront d’une importance équivalente pour ce pays aux l élections de 1918 ou le référendum de 1991 - des décisions historiques pour la nation ! La voix et la volonté du peuple doivent faire renaître la nation géorgienne et restaurer la confiance en elle-même et en ses capacités.

Nous devons nous prouver que nous pouvons et que personne ne peut nous enlever notre avenir ! Avec ces élections, nous devons répondre non seulement aux attentes des jeunes, et ouvrir des opportunités à nos citoyens. Ils ne devraient pas envisager de quitter le pays, mais plutôt reconnaître que cette terre leur appartient, et qu’ils devraient être les auteurs de l’avenir du pays.

L'issue implique également ce que nous n’avons pas pu réaliser en 33 ans, c’est-à-dire la « désoviétisation » du pays – l’éradication des vestiges du système soviétique. Nous devons éliminer tout ce qui a caractérisé ce sombre passé - isolement, guerre, représentation d’un ennemi inexistant, conspirations et leurs théories, confrontation, répression, censure, surveillance, dossiers secrets, documents compromettants, esclavage, tromperie, mensonges, aliénation, peur et conformité.

Il est temps de laisser le passé être le passé. Notre tâche aujourd’hui est d’ouvrir la voie à un avenir de Libéré. Nous assistons et participons aujourd’hui, àla fin de l’ancienne ère et le début d’une nouvelle ère !

L'Occupation - La seule voie pacifique et authentique vers la l'arrêt de l’occupation et la désoccupation est la voie européenne, qui évite les accords secrets et les fausses promesses.

. Au lieu de cela, nous pouvons promettre aux habitants de l’Abkhazie occupée et de la région de Tskhinvali la perspective d’un développement commun, d’une véritable protection des droits de l’homme et d’une paix réelle sans bases militaires ni mobilisation.

Justice System - Justice and the right to a fair trial are the demands of all our citizens. We all recognize that this cannot be achieved without freeing the courts from pressure and influence. Everyone knows that justice is the cornerstone of the European state and its stability.

Le Système Judiciaire - La justice et le droit à un procès équitable sont les revendications de tous nos citoyens. Nous reconnaissons tous que cela ne peut se faire sans libérer les tribunaux de toute pression et de toute influence. Tout le monde sait que la justice est la pierre angulaire de l’État européen et de sa stabilité.

L'Economie et les Affaires

L’approche européenne implique la libération de l’économie et des entreprises, la législation et la justice servant de moyens à cette libération. S’il n’y a pas de confiance dans le système de justice, il n’y aura pas de stabilité et pas d’initiative ou d’investissement à long terme. Au contraire, la législation européenne protège les entreprises de toute ingérence illégale ou politique, améliore l’environnement commercial global et favorise l’émergence et la croissance de nouveaux potentiels. . En termes simples, personne ne vous demandera de renoncer à vos actions ou de payer un autre tribut. Une entreprise géorgienne libérée possède un réel potentiel pour accéder au marché européen.

Garanties sociales – Pour les citoyens géorgiens, l’adoption de la législation sociale européenne signifie que leurs espaces personnels, familiaux, professionnels et publics seront protégés, ce qui est le premier signe de la sauvegarde de la dignité humaine.

Service public - Le service public gratuit signifie qu’il sert vraiment l’État plutôt que les intérêts personnels, les influences et les diktats du parti. C’est ce qui se trouve au cœur de l’Europe. Les gouvernements et les partis au pouvoir vont et viennent, mais personne n’interfère avec les activités des fonctionnaires. Personne ne leur ordonne ou ne leur interdit d’aller quelque part ou de dire quelque chose.

Alors que le spectre politique change, les fonctionnaires restent, assurant la cohérence des politiques, la stabilité et la mémoire de l’État ou de l’administration. Les fonctionnaires qui sont libérés de la peur et du revanchisme sont le plus grand pilier de l’avenir du pays.

Ce chemin de libération est un chemin qui doit sans aucun doute être poursuivi. La libération est une question qui nous concerne tous et concerne la sphère politique. Qu’est-ce que la relique soviétique si ce n’est le régime du parti unique, où un parti détient le monopole de toutes les institutions de l’État et des structures publiques ? Le reste soviétique est en effet la subordination des intérêts de l’État à ceux du chef et du parti.

Nous devons libérer notre mémoire des vestiges de l’ère soviétique. C’est sur cette mémoire libérée que nous devons construire notre avenir, en veillant à ce que les ombres du passé soviétique ne nous engloutissent plus jamais. Les principaux gardiens de cette entreprise sont une société libre et des individus libres penseurs, libérés de la coercition et de la peur. Des gens indépendants au sein d’une nation indépendante.

Mr. Speaker of Parliament,

Mr. Minister of Defense,

Georgian Army,

Members of the Government and the Parliament,

Members of the Constitutional Court,

Chairmen of the Autonomous Republics of Abkhazia and Adjara,

Representatives of the Georgian Orthodox Church,

Members of the Diplomatic Corps and Representatives of International Organizations,

I, your Supreme Commander-in-Chief, address you – the soldiers of Georgia, who defend Georgia and its independence! I address you – those who are taking the oath today and are prepared to serve Georgia! The nation is victorious and invincible, standing free, proud, and resilient today after centuries of struggle, wars, and conquests!

This is your merit and our common achievement. We will never forget or betray those people, heroes, or unknown soldiers who sacrificed themselves for the homeland and its independence. It is our constant responsibility to safeguard the treasures they acquired and passed down to us – a free and independent Georgia, not to yield it to anyone!

I address all of Georgia, all of you, and understand how the current state of our country pains you. I know the feelings with which you are listening to me today, when you fear the country’s independence and European future are under threat. Don't give in to hopelessness. This country and its independence have been built and preserved by you, the citizens of this country, and today we again must strengthen and reinforce it!

It is not a coincidence that at this critical juncture for Georgia, the President of the country is the daughter of emigration that fought for and prepared Georgia’s independence, which was declared on May 26th, 1918. It also may not be a coincidence that the President of the country is the person who negotiated the peaceful withdrawal of the Russian troops who entered the country.

I consider it my duty to my ancestors and the country to do everything for the independence and the European future of this country. I made this promise to myself before arriving in Georgia. This is the promise I made to you when I took the oath on the Constitution. I want you to know that I will not betray either my oath or my people!

I hear you, and I understand your feelings and emotions. I know that confusion, uncertainty, and even fear have crept into your heart. I know how unbearable the thought is that everything we have together fought for until now is slipping out of our hands! But I also know that the Georgian people will not allow this!

We will not allow it - we, who are united around this goal: those who remember Georgia before independence and had faith that we would achieve the sacred goal of independence; those of you standing here who were born in an independent, free Georgia and cannot even imagine any other kind of Georgia. You cannot imagine such precisely because you are free, independent, and will never accept slavery.

Today, with you and with the determination of the new generation, the new Georgia is being born and fresh energy is being created. As it has done many times in history, Georgia has once again shown us its true face - without fear, without envy, and without hatred. Georgia’s fresh energy comes with a new word, fresh perspective, courage, love, unity, and dignity, and nothing can stop it!

No one can compel today's Georgia to return to living under others' beliefs, dogmas, and shackles. That's why I staunchly believe that no one will ever be able to return Georgia to the past. I believe, and I want to assure you, that we are not at a dead end, nor are we trapped in a closed circle. Neither hopelessness nor nihilism has a place in us. The fate of our country is in our hands, and the solution is ours to find.

As the President of the country, the guarantor of its independence, security, and foreign policy, I see my part of responsibility in finding the solution. The solution exists and stands evident in front of us:

Saving our European path is the cornerstone of this solution. Today, as the specter of Russia looms over us, partnership and rapprochement with Europe are the true path to preserving and strengthening our independence and peace. Those who sabotage and undermine this path trample upon and damage the peaceful and secure future of our country, hindering the path towards becoming a full member of the free and democratic world. The European Union represents a space of freedom, where no country has joined without the will of its people; it is the path of openness, justice, and development. It is the place where even the tiniest nation, its language, faith, identity, and traditions are protected. This is a union where a person, family, his/her safety, health, social situation, his/her private life, and his/her dignified old age are protected, where all human rights are protected.

The European Union, by its very essence and idea, was created for peace; war parties do not exist in Europe, and no war has been started by Europe in this period. On the other hand, the real war party is one and only one – Russian imperialism.

The European Union presents itself as a union of free nations, among which our country is offered an opportunity to uphold its independence and self-development.

We embarked on this path 33 years ago, and on this path, our European and American friends have always stood by us, supporting the construction and development of our state. They have provided moral, political, financial, and institutional support. Today, I am forced to remind some who is the friend and who is the enemy: who took away our territories, who violated our territorial integrity, and who protects our sovereignty and respects our non-recognition policy; who banned teaching the Georgian language, and who recognized and protected the Georgian alphabet; who destroyed and who built our schools; who is nailing the doors of our churches, and who is aiding the churchand monasteries in rebuilding and preserving; who banned and rejected the Georgian wine and who appreciated and recognized Georgia as the homeland of wine; with whose support was our military armed with contemporary equipment of international standards; with whose support was the agriculture bolstered, and more – who can tally and assess how the enemy has harmed us and what a friend has done for us. This is why the foreign policy inscribed in our constitution is the future that has no alternative.

Stability is the cornerstone of finding a way out. In this region and in this geopolitical situation, there is no solution for us except peaceful processes. Revolutions, coups d'état, destruction, or destabilization are not and cannot be a solution. We are well aware that this lends a hand to our enemy, and internally, it contributes to sabotaging the peaceful process, intimidation, repression, and ultimately, the strengthening of the authoritarian regime.

The only way to maintain stability is through elections. Elections are the sole means and the primary measure of democracy, serving as the main test by which our readiness to join the European Union should be evaluated.

With these elections, we have to make a crucial choice: either a European, democratic, independent Georgia, or a Russian-led, authoritarian, and isolated Georgia! Such a choice constitutes a popular referendum.

That is why the upcoming elections will be of equal importance for this country as the 1918 elections or the 1991 referendum - historic decisions for the nation! The voice and will of the people should rebirth the Georgian nation and restore faith in itself and its capabilities.

We have to prove to ourselves that we can and that no one can take away our future! With these elections, we must respond to the expectations of young people, and not only theirs, and open up opportunities for our citizens. They should not consider leaving the country but rather recognize that this land is theirs, and they should be the authors of the country's future.

The way out also involves what we have not been able to achieve in 33 years, that is, the "De-Sovietization" of the country - the eradication of remnants of the Soviet system. We must eliminate everything that characterized that dark past - isolation, war, the portrayal of a non-existent enemy, conspiracies and their theories, confrontation, repression, censorship, surveillance, secret records, compromising documents, slavery, deceit, lies, alienation, fear, and conformity.

It's time to let the past be the past. Our task today is to pave the way for a liberated future. What we are witnessing and participating in today is the end of the old era and the beginning of a new era!

Occupation - The only peaceful and genuine path to liberation from occupation and de-occupation is the European way, which avoids secret deals and false promises. Instead, we can promise the people in occupied Abkhazia and the Tskhinvali region the prospect of joint development, true protection of human rights, and real peace without military bases and mobilization.

Simply put, no one will demand that you give up your shares or pay any other tribute. A liberated Georgian business possesses genuine potential to access the European market.

Social Guarantees – For the citizens of Georgia, embracing European social legislation means that their personal, family, work, and public spaces will be protected, which is the initial sign of safeguarding human dignity.

Public Service - Free public service means that it truly serves the state rather than personal interests, influences, and party dictates. This is what lies at the core of Europe. Governments and ruling parties come and go, but no one interferes with the activities of individual public servants. No one instructs or forbids them from going somewhere or saying something. While the political spectrum changes, the public servants remain, ensuring policy consistency, stability, and the state, or administrative memory. The public servants who are free from fear and revanchism are the greatest pillar of the country's future.

This path of liberation is one that undoubtedly must be pursued. Liberation is a matter that impacts us all and concerns the political sphere. What is the Soviet relic if not the one-party rule, where one party holds a monopoly over all state institutions and public structures? The Soviet remnant is indeed subordination of state interests to those of the leader and the party.

We must liberate our memory from the remnants of the Soviet era. It is upon this liberated memory that we must construct our future, ensuring that the shadows of the Soviet past never engulf us again. The foremost guardians of this endeavor are a free society and free-thinking individuals, unshackled from coercion and fear. Independent people within an independent nation. Long live an independent and free Georgia!
